The real cost runs about 30% above the catalogue price. That is not specific to Freshservice, it is true of any ITSM, but it rarely gets written down when you put two subscriptions side by side.
One detail that matters if you plan to wire your own scripts in: API calls are capped per hour and per day on Starter and on Growth alike.

If the CMDB is what you are missing
This is the most common reason to leave. You want to inventory your estate, track licences and know which machine belongs to whom, and you find that asset management starts at Growth.
The most direct replacement is Snipe-IT, at $39.99 a month, or $399.99 a year. It is open-source IT asset management: hardware, licences and assignments.
The structural difference is how it bills. Snipe-IT charges neither per agent nor per asset: users and assets are unlimited on every hosted plan. What separates the tiers is support level, API call limits and infrastructure, not capacity.

If automation is what is stuck
The second reason, often tied to the first since both features sit behind the same tier. You want tickets routed automatically, approvals triggered, follow-ups that happen without you.
Before migrating, do the arithmetic. Growth costs you $30 more per agent per month. For five agents that is $150 a month, or $1,800 a year.
So the threshold is three hours. If the automation you set up saves the team more than three hours a month, valued at $50 an hour, Growth pays for itself and switching tools will cost you more in migration than in subscription.
Below that threshold, migrating becomes defensible. Above it, you are paying for a move you did not need.
If you do go ahead, the thing to check in a candidate is not whether it has a workflow builder: they all do. It is the API rate limit, because that is where serious automation runs into the wall.
If you have to stay ITIL 4 compliant
Compliance changes the shortlist entirely. Plenty of ticketing tools handle incidents and requests; very few cover change and problem management the way ITIL 4 describes them.

ESM is the moment HR, finance and facilities want their own queue. Your IT tool becomes the whole company's tool.
